Delhi circle rates explained

What circle rates are, how they're calculated for builder floors, and why they still matter in prime colonies.

A circle rate is the minimum value notified by the Delhi government at which property can be registered. It exists to stop under-reporting of prices.

Current status

Delhi's residential circle rates are still largely those notified in September 2014. A revision has been under review since 2025. Check our circle rates page for the latest status.

How the value is calculated

For a house or builder floor, the circle-rate value combines:

  1. Land value = land rate for the colony's category × the land area (or your proportionate share)
  2. Construction value = construction rate per sq m × built-up area × an age factor

For flats in group housing, flat rates per sq m of plinth area apply instead.

Category land rates (2014)

Category A ₹7,74,000; B ₹2,45,520; C ₹1,59,840; D ₹1,27,680; E ₹70,080; F ₹56,640; G ₹46,200; H ₹23,280 — all per sq m. See all categories.

Why it matters

  • Stamp duty is charged on the higher of circle value and price
  • For income tax, if the sale price is below the stamp-duty value by more than a tolerance band, the difference can be taxed

Calculator

Enter both the deal value and circle value in our stamp duty calculator.

Worked example

A floor with a 25% share of a 400 sq yd (about 334 sq m) plot in a Category A colony and 3,600 sq ft (about 334 sq m) built up after 2000:

  • Land: ₹7,74,000 × 334 × 25% ≈ ₹6.46 Cr
  • Construction: ₹21,960 × 334 × 1.0 ≈ ₹73 lakh
  • Circle-rate value ≈ ₹7.2 Cr

If the agreed price were ₹6.5 Cr, stamp duty would be charged on the higher circle-rate value of ₹7.2 Cr.

When the circle rate is above the market price

This can happen for older buildings or in weaker markets. Buyers then pay duty on the higher circle value, and sellers may face income-tax issues if the gap is large. Take advice in such cases.

Where to find the official rates

Circle rates are notified by the Revenue Department of the Government of NCT of Delhi. The Sub-Registrar's office applies the notified rates at registration.
